If a sizeable portion of the employees don't play golf, and don't think they'd enjoy learning or participating, then try something different, at least rotate events from time to time. It's impossible to find an event with universal approval, and that shouldn't be the goal, but continually excluding a portion of your employees undermines the entire purpose of the event, sends a negative message, and exposes you to legal liability. So you can rotate in the occasional golf trip, with the policy that it isn't mandatory, and anyone who doesn't go gets equal time off according to the value of the trip. Paying for free golf lessons during the trip, for anyone, might spread the appeal.
